Charles Parker is the former Chief Counsel for the U.S. Department of Homeland Security, Customs and Immigration Enforcement Unit in Newark, New Jersey. He is a member of the New York State Bar and is admitted to practice before the U.S. District Courts for the Southern and Eastern Districts of New York and the United States Supreme Court. During his nearly 40 years with the federal government, Mr. Parker supervised a staff of 21 to 27 trial attorneys, including 2 Deputy Chief Counsels and 9 support staff in litigating cases in the Immigration Court. He also provided legal advice to Special Agents in Charge (Investigations) and the Field Office Director (Deportation). He assisted the Office of the United States Attorney in defending ICE in District Court and provided training to operations personnel regarding arrest laws and warrants.
Prior to serving as Chief Counsel, Mr. Parker served the U.S. Department of Justice, Immigration and Naturalization Service, for 32 years in the capacity of District Counsel. Mr. Parker also served as a supervisory General Attorney (Nationality) in the New York District Office, from January 1980 until June 1981. In the New York office, he managed the Naturalization Unit and represented the Government in Naturalization proceedings in the U.S. District Court for the Southern District of New York.
As a Nationality Attorney for the U.S. Department of Justice, Mr. Parker adjudicated naturalization petitions and applications for certificates of citizenship through derivation. He also represented the U.S. Government in the U.S. District Courts for the Southern and Eastern Districts of New York. With nearly 40 years of legal expertise and an LL.M. degree from New York University School of Law, Parker & Lazzara, PLLC is proud to have Mr. Parker as its Of Counsel. Mr. Parker’s involvement with the firm will be limited exclusively to providing counsel in regard to federal and immigration matters.
